Efficiency does not equal effectiveness. Discussion seems to center around overhead, but there’s actually another culprit: restricted gifts. Philanthropy advisers counsel donors to restrict gifts as a way to make sure their donations are being used properly. What they may not realize is that they’re contributing to the inefficiency that they so despise.
